People’s Structure
1. Gram Sabha
The Gram Sabha is the lowest tier of the Panchayat system. All persons included in the voters’ list of a ward are members of the Gram Sabha. It has supreme authority in approving development projects and selecting beneficiaries.
2. Panchayat

3. Standing Committees
These are permanent committees formed by dividing responsibilities for the efficient functioning of the Panchayat. A Gram Panchayat generally has four Standing Committees, and the Chairpersons are elected from among the members.

4. Official Structure (Administrative Wing)
Officials are responsible for implementing Panchayat decisions and carrying out day-to-day administration.

Achievements
The Panchayats in Kerala have achieved remarkable progress, especially in decentralized planning and local governance. The major achievements are as follows:
People’s Plan Campaign
This is one of Kerala’s greatest achievements. It enabled direct public participation in local development activities. Through Gram Sabhas and Ward Sabhas, people were given opportunities to present their needs and prioritize development projects.
Infrastructure Development
Panchayats have played a major role in developing local infrastructure such as roads, drinking water projects, electricity, bridges, and culverts. This has significantly improved the quality of life in rural areas.
Welfare Activities
Panchayats are key agencies in delivering welfare schemes such as social security pensions (old-age pension, widow pension, disability pension), housing schemes like LIFE Mission, and the Mahatma Gandhi National Rural Employment Guarantee Act employment guarantee scheme.
Progress in Education and Health
Panchayats play an important role in the management and maintenance of primary health centers, anganwadis, and schools. This has helped improve health and education standards at the local level.
Sanitation and Waste Management
Through the formation of Haritha Karma Sena, source-level waste management, and the removal of waste from public places, Panchayats have made significant progress in sanitation and cleanliness. Many Panchayats have been declared waste-free.
Agriculture, Animal Husbandry, and Fisheries
Panchayats are able to formulate and implement local-level projects in these sectors and provide support to farmers, thereby strengthening the rural economy.
Women Empowerment
Through initiatives such as Kudumbashree, Panchayats have successfully promoted women’s self-reliance and ensured women’s participation in local governance.
Transparency and Accountability
The implementation of the Right to Information Act and social auditing has ensured greater transparency and accountability in Panchayat administration.
Environmental Protection and Disaster Management
Panchayats lead local environmental conservation activities and disaster preparedness measures.
